The problem

WHO IS ACTUALLY
TAKING THE PE PERIOD

Physical education is on the timetable of every school in the country. CBSE sets aside 200 periods a year for it. The time exists. What happens inside it, and who is standing there when it does, is the open question.

Who takes the PE period

The share of government schools where a teacher trained for another subject takes physical education. It has gone one way for six years.

Schools with a PE teacher of their own

Against the age of the child. Specialist staffing arrives late and even then reaches a quarter of schools, so the years in which a child learns to run, throw and balance are the years least likely to be taught by anyone trained to teach them.

What it costs, twenty years later

Indian adults who move too little to meet the weekly minimum. It has more than doubled in a generation, it is already well above the world line, and on the current slope it passes three in five before the children starting school this year have left it.

Five stages turn a child who can move into a player who can compete. India has built the last two of them properly. The first three depend on who happens to be free that period.

The first three are where a child is given the movements everything later is built from. Nothing about them gets fixtured or scored, which is what makes them the easiest to let slide.

Foundation

Ages 5 to 8

Running, jumping, throwing, catching, balancing. The movements every later skill is assembled from, taught while they are still cheap to learn.

Where India stands

Specialist teaching at this stage is rare. Children are given time to play. Almost nobody shows them how to move.

Technique

Ages 8 to 11

Somebody who can watch a movement, name the part that is wrong, and give the child one cue that fixes it.

Where India stands

Most PE periods are taken by a teacher trained for another subject. They bring the effort. What they lack is a trained eye, and that can be supplied.

The same skill returned to across weeks, in a planned order, with somewhere to do it.

Where India stands

Provision is uneven. Roughly a quarter of schools have no playground, and where there is no scheme of work the period restarts from nothing each week.

THE PART INDIA BUILT

The competitive structure above school level has been rebuilt over the last decade and it reaches a long way down.

Competition

Ages 14 to 17

Real fixtures against other schools, at a level a child can reach from an ordinary classroom.

This part is built. The School Games Federation of India runs a national inter-school structure, and the Khelo India Youth Games sit above it. A talented sixteen-year-old in a district school has somewhere to be seen.

Pathway

Seventeen and after

Funding, coaching and selection for the small number who go further.

Also built, and rebuilt recently. Khelo India and the Target Olympic Podium Scheme put money and coaching behind identified athletes, and India has submitted a letter of intent to the IOC to host the 2036 Games.

India has built the top of the pathway and left the bottom of it to chance. Selection reaches down a long way into a pool nobody filled.

Plan the year

A scheme of work that holds the prescribed strand ratio exactly and scales to the number of weeks your school actually runs, so the plan an inspector reads adds up.

Warm-up, main activity and cool-down, built from the equipment in your store room, inside a named teaching model, with the minutes a real class spends moving between shapes already counted.

Keep the record

Fitness results logged by voice on the field, banded by performance so support goes where it is needed, and held in a form that survives being asked about.

To be completely clear

We want physical education teachers kept in Indian schools, and handed the thing they were never given.

The failure sits with a subject that arrives carrying nothing, never with the teacher who was handed it untrained.

What we believe

A country runs out of athletes by running out of children who were taught how to move, early enough, by someone who knew what to look for.

Everything we build follows from that. If the shortage is at the point of delivery, then the useful thing to build is whatever makes the next period better than the last one, for the person who has to teach it on Tuesday.

02 · The distance

NOBODY
ARRIVES AT
TWENTY-TWO

India has told the IOC it wants the 2036 Games. Everyone who could compete in them is in a school right now, in a period that somebody has to plan.

Twelve years out

On 1 October 2024 the Indian Olympic Association sent a letter of intent to the International Olympic Committee, putting India forward to host the 2036 Olympic and Paralympic Games.

An athlete who could win a medal in 2036 is somewhere between eight and fourteen years old today. They are sitting in a school. Whether they ever find out what they are good at is being decided this term, by whoever is taking the PE period.

THE PE PORTAL

A teacher standing on a field with a phone builds a full lesson from whatever equipment is in the store room, speaks fitness scores instead of typing them, and sees the class banded by performance. The year plan behind it holds the prescribed strand ratio exactly.

WHERE THE POLICY RUNS OUT

Four documents govern what physical education is supposed to be in an Indian school. Each of them asks for something a school then has to produce on its own.

NEP 2020

National Education Policy

Ends the separation between curricular and co-curricular activity. Sport is written into the curriculum itself.

A curricular subject needs a scheme of work. The policy does not write one.

NCF-SE 2023

National Curriculum Framework for School Education

Names Physical Education and Well-being as a curricular area in its own right, across every stage of the 5+3+3+4 structure.

Naming an area does not staff it, and the early stages are exactly where specialist staffing is thinnest.

NCERT

Khel Yatra, Grade 6

Teaches Kho-Kho and Handball by name as the fundamental-skill games, alongside motor fitness and yoga.

The content exists. Turning it into two hundred planned periods is left to whoever has the period.

CBSE

Health and Physical Education, Grade IX and X

Fixes four strands at 100 marks across 200 periods, and four assessed aspects inside the games strand.

Those proportions have to be recalculated for whatever year length a school actually runs, by hand, every year.

Every one of those gaps is a piece of work that lands on a teacher. That is the work the portal does.
